You can use both, from my experience the staff at jaguar reef was much friendlier. They offer numerous activities for the family as well.
We will be bringing masks and snorkels April 2017: is there anything to see snorkeling off the beach rather than going on an excursion to a caye or reef?

not really, going out from beach will be better
I trying to plan this trip and be economical. There are a lot of unknowns with costs such as transfer services, how much meals will be, excursions. I'm estimating spending about $600 total for a a few excursions for my husband and I and maybe $600 for food expenses for our 5 night stay. Maybe $50 each way for transportation to the resort and $50 back to airport maybe a little more if we don't use hotel shuttle, which seems too expensive. I've seen the Viva Belize "all-inclusive adventure" options, but after further review it seems that may be more expensive than going non-all inclusive and getting food at different resorts and in town, etc. Any thoughts on this? I had a trip booked through a travel site, then canceled thinking we'd go with Viva all inclusive, now thinking maybe not. A couple people recommended NOT doing the all-inclusive, but I can't find many opinions on this topic.

We did the all inclusive and it worked for us. The food was fantastic and we only ate off the resort a couple of times. We had an excursion a day set up but ended up going fishing/snorkeling a couple of times and the resort was great about applying the excursion credits to what we wanted to do. Next time we go we will probably just pay for the excursions because our pace tends to fit an every other day excursion rather than an every day. I dont think you can go wrong either way. Probably about the friendliest laid back place on earth.
