I will be visiting Monument Rocks in September. I am wondering whether morning or evening would be better for photography. That is, does the road approach the monuments on the east side or the west side? Thank you.

We came down 83 from Oakley, and there are two ways to get there which are both dirt roads. One turns off towards the east and comes in from the north to the monuments and one comes in from the south. We came in from the north and went out from the south. Lots of great wildlife!
I think you could get some awesome pics either of the sun rising or setting. The rock formations are almost aligned in a north/south direction. The rest of the land is very flat and lots of room to get pics in either direction.
I will be flying over to see monument rocks. Where is the nearest local airport with a hotel close by? Do they have rental cars?
I have an "off road" airplane requiring only about 200 feet or so of rough road or pasture to take off or land. In Kansas the aviation law does not restrict where you land as long as it is either public land, or you have landowner permission, and of course it cannot disrupt traffic, create noise or nuisance, or present a safety hazard. For instance over in Beaumont KS it is common practice to land in the pasture and taxi up what was old main street to the local hotel and have lunch. Looking closely and asking other pilots who have landed at the Rock area (within walking distance) there appear to be a myriad of dirt road tracks near the Monument Rocks or just outside the enclosure. Do you who I would have to ask for permission?

I stayed at Relax Inn, that is across from a truck stop. Could you land there? The motel had a large field in the back, but it was not mowed.
My wife and I would like to visit Monument Rocks on the way to Denver in July. Is an SUV or all-wheel drive needed for the trek? We'll be renting a car for the trip and would prefer to stick with a compact or mid-size if possible. Thanks!

It depends on road conditions. If they're wet and slick, I would recommend an SUV or 4 wheel drive. Most likely, though, you'd be ok in a regular car.
