There are cars on the island and English speaking dive shops. You can really see a lot with just snorkel and fins.

Sorry. My visit was simply a day trip. I know nothing about deep-sea fishing except for the fish I ate. Flying fish, that seems to be a type of marlin, is the big deal here. Best of luck.

Are you scuba divers? If so, March is the tail end of the hammer head shark schooling season on Green Island, an advanced decompression dive in strong currents. If you are not divers then 2 days and one night is probably more than enough, it is a tiny island. Weather should be pleasant (swimmable). No recommendations for accommodations, sorry.

I've read that the schedule might change during rainy season as the waves may be too choppy. If you speak Mandarin, you can call up the service provider. I took the plane and it was an interesting experience. Journey took 15 minutes.

The ferry to Green Island leaves from the harbour north of Taitung on the east coast. It takes 50 mins. The crossing can be very rough so take sea-sickness pills well in advance if you are prone to sea sickness. The ferry leaves about 4 times per day. It is probably better to take cash. Many of the restaurants and small guest houses ar reluctant to take credit cards or do not have the ability. Taiwan is still very much a cash society, credit cards are only used in big hotels and large stores.

Hello! I had 3 links to sites for you to check and Trip Advisor does not allow links. So just google Green Island Taiwan - there is good info in Wiki Travel, Rough Notes, and one other. I visited in the summer. I rented my wet suit for diving and snorkeling from the hotel. There was not an additional fee. I am unfamiliar with weather in December - see the above links. Have a blast! Most of the companies on Green Island are OK. But some of them are definitely not, they are amateurish and have bad diving habits. Email me for more info on the companies NOT to dive with. There are strong currents around Green Island and all divers should check the tide times carefully and ask if it is safe to dive at the planned location. Also, check that all rental scuba equipment is working properly before leaving the dive shop. Rental equipment on Green Island and Orchid Island is often old and poorly maintained leaving a lot to be desired. My advice is to take your own gear if possible if you plan to dive.
